A charge for parcel handling may be made, not to exceed $1.00 in total, provided the passenger has been advised prior to employing the Taxicab and the amount of the charge have been posted in the Taxicab. Such charge shall not apply to luggage accompanying a passenger or passengers transported between any transportation terminal and the pickup or destination point of the passenger or passengers.
